Software development forWellington organisations

Wellington asks the compliance questions first. We answer them in writing at scoping — where data sits, which accessibility standard applies, what handover contains — and then build the thing.

Overlap with our day
New Zealand runs on UTC+12, and UTC+13 through daylight saving, which puts it four to five hours ahead of Manila. The New Zealand afternoon is the Philippine morning: from around midday your team and ours are working at the same time, and our day keeps running for several hours after yours ends. Business hours fall on the same calendar date in both countries, so the working week lines up — there is a shared window every day, and it sits in your afternoon rather than your night.

What Blackbyrds Digital does in Wellington

Blackbyrds Digital builds custom software, web applications and workflow automation for Wellington organisations from the Philippines, four to five hours behind you on UTC+8. Wellington buyers tend to lead with the compliance questions — where personal information sits, whether the build meets the Government Web Accessibility Standard, what documentation comes at handover — so we answer those during scoping rather than at a final gate. We work with suppliers to the public sector, membership and professional bodies, product companies and professional services firms, on fixed-scope engagements quoted in New Zealand dollars.

What the Wellington market looks like.

  • Compliance questions arrive before design questions

Privacy, accessibility, records and handover come up before anyone talks about screens. We put the answers in writing during scoping — hosting region, access control, the accessibility target we are building to, and what documentation ships with the work — including where we do not hold something a tender may want.

  • The public sector sets the pace of the contractor market

Agency programme cycles pull the available engineers around, which makes local capacity planning genuinely hard. Delivery you can schedule against, with a team that stays constant through the phase, is worth more here than in a city where you could just hire.

  • Most of our fit is with the suppliers, not the agencies

Consultancies, studios and product companies selling into government need to move faster than their own hiring allows, and can bring us in behind their brand and their prime contract. Where a tender requires panel membership or accreditation we do not hold, that is the arrangement that works.

How it works with a team in the Philippines.

  1. A discovery call in your hours

One call to understand the product, the constraint and the deadline. We book it inside your working day, not ours.

  2. A written thesis and a fixed quote

Within about a week you get our read on the problem, a scoped plan and one number. No hourly estimates, no retainer lock-in.

  3. Weekly demos of working software

Every week you see the actual product on a staging link. Questions are answered inside the overlap window, not left overnight.

  4. A handover you can run without us

Repository access, environment configuration and written documentation. Then ongoing growth work, if you want us to stay.

Wellington

Wellington in context.

Wellington is where central government sits, and that changes the shape of every software conversation in the city. Well beyond the agencies themselves, a large part of the local economy sells into them — consultancies, digital studios, research outfits, membership and professional bodies, and product companies whose largest customer is a Crown entity. Buyers here are unusually literate about privacy, accessibility and records, and they raise those things in the first meeting rather than the last. That suits us. We would rather establish in week one where data will live, which accessibility standard applies and what documentation you are obliged to keep than discover a hard requirement two weeks out from launch.

Wellington’s engineering market also moves with public-sector demand. When agency programmes ramp up, the contractor pool empties and private employers cannot compete for the same people; when programmes pause, half a roadmap is waiting on someone who has just been reassigned. A small in-house team in this city therefore carries more single-person risk than its size suggests. The work we are most useful for is the build that has to happen either way — a portal replacing an email queue, a case or membership system that has outgrown its spreadsheet, an integration between two systems that were never designed to speak to each other — delivered as a defined piece of work with the documentation your reviewer will ask for.

Wellington FAQ

Common questions.

Can you work on government projects?

Indirectly, and we are careful about how we describe it. We are not on an all-of-government supplier panel, and we hold no New Zealand government security accreditation or personnel clearances. Where a tender requires those, the arrangement that works is delivering behind a New Zealand prime who holds them, with our scope and our people named in their submission. Where it does not, we can contract directly and meet the documentation and accessibility expectations that come with the work.

Can you build to the Government Web Accessibility Standard?

Yes. The standard points at WCAG 2.1 Level AA, and we build to that from the component library up — semantic markup, keyboard operation, focus states, contrast and screen-reader behaviour — rather than retrofitting after design sign-off, which is expensive and never quite works. We cannot certify ourselves against a standard, so we build to it, document what we did, and support whatever audit or assurance review you have to pass.

What documentation comes with the work?

Repository access with the full commit history in your organisation, environment and deployment configuration, architecture notes explaining the decisions and why they were made, and a runbook for anything that has to be operated. We run a walkthrough with the people picking it up, and where you have retention or record-keeping obligations flowing down from an agency, tell us at scoping and we will write to them. Commercial terms are agreed per engagement and set out in the agreement before work starts.
