What custom software actually costs in the Philippines.

A published rate card, delivery timelines, and the factors that move a quote — for a market where most providers publish nothing at all.

The short answer

Custom software in the Philippines starts around ₱150,000 for a focused web application or MVP, ₱400,000 for a SaaS platform, and ₱600,000 for a larger multi-module system. Websites start from ₱15,000 for a basic package and ₱120,000 for a custom e-commerce build. Scope, integrations and regulatory exposure move these figures far more than the choice of technology does.

What this is, and what it is not

This is the published rate card of one Philippine software studio, set out in full, alongside the delivery timelines we quote against it. It is not a market survey. We have not sampled the industry, and the ranges below describe what we charge rather than what the average Philippine provider charges.

We are publishing it because the alternative is worse. Of 12 Philippine web and software providers we profiled in July 2026, 9 published no pricing whatsoever. A buyer trying to budget a project before speaking to a salesperson has almost nothing to work from. One studio's honest rate card is a poor substitute for market data, but it is better than the silence it replaces.

Figures are in Philippine pesos and are the ranges we publish on our own pricing page, read directly from the same source so the two cannot disagree. Every project is scoped individually and quoted as a fixed price after discovery. US dollar equivalents are deliberately omitted: exchange rates move, and a converted figure fixed in a report goes stale faster than the peso figure it came from.

What actually moves a quote

Ranked by how much each factor tends to change the final figure, heaviest first.

Money and regulated dataA system that moves funds or handles personal data carries audit trails, permission models and retention rules that a read-only tool does not. The compliance surface is work regardless of feature count.
Number of distinct user rolesEach role that needs its own interface is closer to a separate application than to a permission flag. A platform with admin, staff, and customer views is not one build with three toggles.
Data migration from an existing systemMoving live data out of spreadsheets or a legacy database is rarely a single import. Reconciling, de-duplicating and validating historical records absorbs time that has nothing to do with the new features.
How much is still undecidedUndefined scope is the expensive kind. Work that gets built, reviewed and rebuilt because the requirement was not settled costs more than the same work specified once — which is why discovery precedes the quote.
Choice of technologyIncluded because it is what buyers most often ask about, and because it moves the figure least. Framework choice affects maintainability far more than it affects initial build cost.

Why do so few Philippine agencies publish their prices?

Of 12 Philippine web and software providers profiled in July 2026, 9 published no pricing at all. The common reasons given are that scope varies too much to quote generically and that published prices invite comparison on cost alone. The practical effect is that buyers cannot budget before a sales call, which is why we publish ranges and then quote each project individually.

Is a fixed quote possible for custom software?

Yes, once scope is defined. The sequence that makes it possible is a discovery step that produces a written specification, after which a fixed price can be attached to that specification. What cannot be fixed honestly is a price for an undefined scope — a number quoted before discovery is a guess with a contract around it.

What makes one project cost twice another of the same type?

In order of impact: the number of third-party integrations, whether the system handles money or regulated personal data, how many distinct user roles need separate interfaces, whether data must be migrated from an existing system, and how much of the requirement is undecided at the start. Technology choice is rarely the deciding factor.
